Borderlands 4 with Fallout 4's S.P.E.C.I.A.L., perks, V.A.T.S. and Diamond City Radio.
Your Vault Hunter just signed up with Vault-Tec.
The first time you load into Borderlands 4, a Pip-Boy screen asks you to spend 21 S.P.E.C.I.A.L. points, and every stat changes how you play: Strength speeds up melee, Perception sharpens crits, Endurance toughens you, Charisma boosts healing, Intelligence recharges your repair kit faster, Agility gives speed and Action Points, and Luck makes crits hit harder.
Every Borderlands 4 level earns a perk point for Fallout 4 perks: Rifleman, Gunslinger, Iron Fist, Toughness, Life Giver, Medic, Lone Wanderer, Action Boy/Girl, Bloody Mess, Concentrated Fire and Better Criticals, with Fallout 4's own names, descriptions, ranks and S.P.E.C.I.A.L. and level requirements. An existing save gets the points for the levels it already has.
Press B for V.A.T.S. bullet-time: the world slows to a quarter while you move at half speed, enemies in range show Fallout-style hit chances on head, torso and legs, Perception adds critical chance, and your Action Points (Fallout 4's own formula) tick down.
Diamond City Radio plays while you shoot: the station's songs and Travis's lines, shuffled, with the song name shown as each track starts.
Everything from Fallout 4 (names, descriptions, perk requirements, the Action Point formula, the radio) is read at run time from your own installed copy. Nothing from Fallout 4 ships with the mod, and nothing is written into its folder.
